As the title suggests, last-minute preparation is what you can do if you know a crisis is potentially on its way (i.e. a hurricane). By definition, last-minute preparation is not actually being prepared at all, Nonetheless, whether you have no plan at all or a full-blown sustainable plan already in place; you will want to do as much last-minute set up as you can.
